Editorial

Now that the lighter evenings have come and summer is round the corner we can look forward to the summer attractions. This year being the Jubilee year, there will be a number of extra activities organised by the Jubilee Committee and, of course, the village Annual Sports' Day. Can we spare a thought for the great deal of work both these committees will have to do in the next few months. If possible – how about setting aside a couple of hours and offering to help? We know this will be very much appreciated.

This newsletter is longer than the past ones, and we would like again to thank all those who have given articles, typed, duplicated and delivered – thank you! We would like also to have articles from residents on subjects which may be of general interest within the village.

From time to time we get letters but please make sure that these are signed because we are not publishing otherwise.

The date for the next newsletter items is 10th June.

Charfield Jubilee Committee

The Jubilee Committee was first formed at a special meeting on 18th January, 1977. At this meeting 15 people were elected to organise the activities that Charfield would run to celebrate the Queen's Silver Jubilee Celebration Year.

The main themes of the activities were to be: a) the two days celebrations on 6th and 7th June b) a permanent memorial c) some form of commemorative souvenir for the children of the village.

We (the committee) have now met four times since then and we have found terrific enthusiasm and support for this venture, and most of the major decisions have been made.

We have decided that all children from 0–16 years will be presented with a 25p. piece commemorative coin as a souvenir and other activities have been organised. We are having a Jumble Sale, Dance Treasure Hunt, Bar-B-Q and Disco, but the main feature is going to be an inter-village “knock-out” competition. Apart from these events most of the other organisations in the village are running a variety of activities to help raise funds. To these people we would like to say a very big ‘thank you’ for their invaluable help in raising the necessary funds needed to run these celebrations.

2The permanent feature has not been finalised but several suggestions have been put forward. If anyone in the village has any ideas on this point of a permanent memorial feature, please contact any member of the committee and tell us.

Over the coming months there are going to be fund-raising events. We need your support at these events, so please, if you wish to see a really successful Celebration Year in Charfield, support us by coming out and enjoying yourself. A programme is being published very soon with all the dates and times, but just in case we miss you – the next main fund-raiser will be the Jubilee Jumble Sale on Saturday 16th April at 2.00 pm.

Finally to all our helpers, other organisations and those who have donated – thank you and keep up the good work!

Charfield Parish Council

The Parish Council has dealt with a number of items in the last few months, most successfully but one problem in particular not so successfully and that is – The repairs to the footpath over the mill stream at Huntingford Mill Hotel which have been chased continuously for more than 18 months. The Council originally were against the diversion suggested by the County Engineer and Surveyor, which would provide a new footbridge some yards downstream, preferring to have the present footpath repaired. However, the up-to-date costs are £7,000 for repairs and £2,000 for the new bridge and in the light of the County's economic circumstances the council feels more hopeful of getting the lower figure allocated. The diversion of the path does, however, depend on the agreement of the landowner and the council's proviso that the problem of drainage in the field crossed by the new footpath is looked into.

A more successful project is the provision of a bus shelter adjacent to the telephone kiosk at the bottom of Charfield Hill. It is hoped that the erection of the new shelter at a total cost of £560 will be complete within the next six weeks.

It will be noted that the three public seats have been replaced recently. The appreciation of the Council was passed to Manor Court Developments Ltd, who removed and replaced the seats free of charge. The seats were repaired by the manufacturer, R.A. Lister Ltd., at a cost of £146.00 which is a high cost for the village to bear, especially as the damage was due entirely to 3vandalism. The seats are, however, as good as new and the Council hopes that all parishioners will ensure that no further damage is caused.

In another effort to prevent irresponsible parking outside the Spar Supermarket and Sub P.O. the Council again asked the County Engineer and Surveyor for some form of parking restriction. The Council was disappointed to learn that approval had not been given and horrified that one of the reasons given was that no accident had yet occurred. The Council feels that a short stretch of double yellow road marking would discourage motorists from parking on the bend and, therefore, reduce considerably the risk of, they feel, an inevitable accident and they have accordingly asked for the decision to be reconsidered.

The District Council has now published a Draft Plan for the village showing that they intend to follow the ‘restricted growth’ plan outlined in the previous “Development Options”. Accordingly, the recent planning application submitted by Manor Court Developments Ltd. for further extension of the Manor Court Estate has been turned down by the Parish Council.

The Council hopes for a good attendance at the Annual Parish Meeting to be held at 8.00 p.m. at Charfield Primary School on 23rd March, 1977. In addition to the usual parish business Mr. John Tully, District Councillor, will address the meeting and a talk, illustrated by slides, will be given by Mr. Keith Ridley from the Gloucestershire Trust for Nature Conservation on “The Need for Conservation”.

June, the Jubilee month, will soon be with us, especially as many of us will be involved, between now and then, in activities relating to the Jubilee.

It will be interesting to see how things develop and what happens as a result of this very considerable project that is taking place throughout the whole country. It is, after all, a long time since we have had anything like this and it is a challenge to us all to work together, learn how to live together, and how to play together!

For one of the aims is that we should enjoy the finished product – whatever that product may turn out to be. Yet one of the many mysteries of life is that we do not enjoy ourselves best by forcing ourselves into it; nor yet by an attempt to pursue happiness, determined to catch it whatever the cost may be. Happiness is an odd thing. It comes often when you are not expecting it; almost when you are looking the other way, it steals up on you and you find yourself bathed in its golden glory for a little while.

I think that a great deal of what I hope will be the fun and happiness of the Jubilee time will be in working for it, preparing for it, each in our various ways; and then in seeing our planned efforts bearing fruit.

Life itself is like this. Our greatest sense of satisfaction comes as we dedicate ourselves to the service of one another – some of us would add ‘and to the service of God’, believing that the two belong together.

I think our Queen's Jubilee will mean, for her, a time of gratitude and renewed self-dedication in her Office. This would be a good note to strike for ourselves.

We are having a service in Church on Sunday the 5th June at 3 p.m. to which 4everyone is invited and to which every organisation in the village has already received an invitation.

Whatever your attitude to life, whatever your faith (and we all have certain beliefs), you are welcome to join us for this service even if you are not committed to what you think the Church believes. You will, I think, find it a painless, perhaps even pleasant, experience!

Charfield Primary School

As you probably already know, Avon, it its search for ways of saving money, is putting restrictions on the admission to School of under-fives. No child can, from September, be admitted to school more than one term before his/her fifth birthday and we are reminded that there is no obligation to admit children until the term after their fifth birthday. Certainly no staffing or money for the school year will be made available for children who are under five at the beginning of the spring term in January.

The immediate effect of this is that children will now have to be admitted termly instead of our present practice of admitting children in September whose fifth birthdays are before Easter of the following year. I have, as yet, made no decision regarding the admission of “rising fives”, having to await the implications of the new regulation on staffing and finance. Parents of children involved will be contacted as soon as a decision has been made.

May I draw your attention to the Wotton and District Schools Music Festival in the Wotton Parish Church on 29th April at 7.0 p.m. The theme, in celebration of the Jubilee Year, is “The Two Elizabeths”. An additional feature this year is the reading of the children's own poetry on that theme and this school is very well represented in that as in the other aspects of the concert.

Who Does What and How to Find Out – The Village Contact Scheme

Just occasionally one wonders why there is not someone to contact about a particular problem and now and then one muses to oneself that it is surprising a club or society does not exist locally to cater for a particular interest. Often, however, there is somebody to help with that problem and there is a club for that interest. The missing link is how on earth to find out! Outside the big built-up areas the difficulties are naturally greater with poorer communications, fewer natural centres and so on.

Avon Community Council is trying the help by giving to volunteers in villages in Northavon packs of directories and lists covering hundreds of organisations (Councils, operatic societies, horticultural clubs, Alcoholics Anonymous, Gingerbread, etc. etc.) that somebody, sometime, somewhere might want to contact. These ‘volunteer's’ – the Village Contacts – advertise their existence by putting up posters in the village outlining the scheme and saying where the Contact can be found. He or she then waits for something to happen! Often very few people will come along with enquiries but if these receive valuable help which they would not otherwise have got; then the scheme is worthwhile.

It is valuable to emphasise one point. The Village Contacts do not give advice on problems but should be able to say who can.

Citizens' Advice Bureau, Wotton-under-Edge

The increase in the number of enquiries received locally within the past few months has highlighted the importance of a strong working bureau for the benefit of the community. Queries on all kinds of problems were dealt with, and liaison was maintained with the social services in the area.

A great deal of new legislation has just been released this month on a variety of subjects, and the following, up-to-date information is now available:

Information and guidance on the above subjects, and all other problems, may be had from the Citizens' Advice Bureau, Berkeley House, Long Street, Wotton-under-Edge, Tel. No. Wotton-u-Edge 3xxx each Thursday between 10 a.m. and 4 p.m.

Citizens' Advice Bureau provides a service to the community. It is free, impartial and entirely confidential.

Charfield Youth Club

Activities in the Youth Club have widened this month to include a Table Tennis Tournament in Bristol, the beginning of the Duke of Edinburgh Award Scheme and digging for Victorian Relics.

The girls this month enter a five-a-side football Tournament as well as their netball commitments and the boys have an eleven-a-side football match against a Bristol club.

We ran our first fund-raising venture last week in the form of a Jumble Sale and are pleased to report that we made about £45. Many thanks to our few helpers for a large amount of work. Our Youth Committee are discussing the items of equipment they wish to purchase with our profit.

We would like to thank everyone who helped to make our recent Jumble Sale such a success. The Raffle made £13 which we have donated to the Silver Jubilee and the Sale itself raised about £125 which will be used for our main business of giving Charfield's pre-school children the chance to meet their playmates and participate in group activities. Playgroup meets every 6weekday morning and on Monday and Wednesday afternoons with children attending for two sessions each per week, and we try to extend a child's experience by giving him a chance to take part in some activities which cannot be provided in the average home.

We now have 56 children on our register and have a sizeable waiting list. This is significant for mothers of the under 3s who might want to put their child's name down and they can either visit Playgroup with their child to see us “in action” at the Chapel Schoolroom or else mothers can contact the Secretary: Mrs. Claire Haines, xx Horsford Road, Charfield – phone Wotton-under-Edge 2xxx.

One of our supervisors, Mrs. Brenda Harrison, will be leaving at the end of the Spring Term as her family are moving out of the village and she will certainly be missed by all of us, especially the children. Mrs. Rita Jones is to take her place as one of the supervisors at Playgroup.

Mothers' and Toddlers' Club

Our club has become quite popular, and the children quickly get down to play at each session, and the Mums to have a chat. Anyone wishing to join us, our sessions meet on the first and third Thursdays 10.15–11.45 (except school holidays). We are also wondering if there is anyone who has a playhouse they no longer need? Charfield Memorial Hall & Playing Field Management Committee

Sports and Gala Day Committee – Secretary Mrs. Jenny Hughes

This year's Sports and Gala Day, the 17th, will be held on 16th July and it is hoped will be the biggest and best. It is the only event which annually draws together all the organisations in the village; although, this year the Silver Jubilee Celebrations which will also involve the whole village will be held six weeks before.

The sports events will, of course, be the central attraction and Mr. Mike Smith is at present arranging the programme. Around this programme will be the following which it is hoped will be confirmed shortly.

Red Arrows Flypast – Stunt Aircraft Display by the Tiger Club – Morris Dancing, Nailsworth Morris Men – the Downend Church Lads Brigade Band – Display of Static Helicopter – Display of Rally Cars – Model Railway Layout Display – Model Railway for Rides – Punch and Judy Shows – Display by Army of Armoured Vehicle and Gun – Pony/Donkey Rides – Roundabouts – Side-shows and Games – Fancy Dress & Decorated Bikes Parade.

7Mr. James Carpenter will be organising the Side Shows and all the village organisations have been asked for their support and for lots of new ideas. The response has been encouraging but, of course, the more ideas and the more help enlisted the better the Day will be, so do not hesitate to contact Mr. Carpenter or the Secretary if you have either some time to spare or an idea to put forward.

Money is always required both to finance the event and as insurance in the event of bad weather and it is hoped to repeat the success of last year's Skittles Week and a new idea is a sponsored Knit-In. Mrs. Marion Smith will be pleased to hear from anyone interested; further more definite details of both events will be publicised.

Charfield and District Friendship Club

The Friendship Club had their A.G.M. on 2nd February when some changes were made in the committee. The rising prices have forced up our subscriptions.

We would welcome any new members who feel they would like to come along – we have nice outings in the summer.

We were sorry to lose three members through death in one week, and send our sympathy to their families.

W.I.

This is a very busy time of year for Charfield W.I. as two of our important Annual Events take place very soon. On March 31st we are celebrating our 49th birthday with a Tramps' Supper including, of course, food, entertainment and decorations appropriate to the occasion. On 20th April we have our Group Rally, this year at Rangeworthy, when we spend a very pleasant evening with Members of other local Institutes. Other forthcoming activities include preparation for a Silver Jubilee Craft Sale at Debenhams, Oxford Street, the Spring Council Meeting at Thornbury, a Jubilee Trading Stall and Cheese and Wine Party, and a possible visit to an old people's home.

In June, the W.I. holds its A.G.M. at the Albert Hall in London – Mrs. Liz Clarke is to be our delegate this year.

Our monthly meetings are held in the Hall on the 2nd Thursday of each month at 7.15 p.m. and normally consist of a business session, a Speaker or Demonstration, and a Social time with Refreshment, competitions and a Trading stall. New members would be welcome at any time or why not pay us a visit?

Katherine Lady Berkeley's School – Parent Teacher Association

The Katherine Lady Berkeley's School Parent Teacher Association was founded many years ago with the aim of creating a link between parents and the teaching staff of the school, and to organise cultural and social events.

The school year began in September with a very successful fete held in the school grounds. In October we organised a soirée and in December a Christmas Dance. Both of these events were held in the school drama hall.

8In November we held a Forum, the panel consisting of Mr. John Cope, M.P., Mr. Gordon Farnsworth, editor of the Evening Post, and Mrs. Polly Garnet, journalist. Mr. Garry Parker of Radio Bristol was chairman. This proved to be a very successful and interesting evening, enjoyed by all who attended.

On March 25th an evening of “Musical Entertainment and Supper” has been arranged. The entertainment will be provided by teachers, parents and friends of the school. Later in the evening a buffet supper will be provided by the ladies of the committee and wine will be available.

During the winter term the P.T.A. donated £300 to the School Travel Fund, which is being used to subsidise all the children's educational visits. This term £400 has been donated to buy books for the school library.

The K.L.B.S. P.T.A. will be holding its A.G.M. in the School on May 24th, when the new committee will be elected. All members of the P.T.A. are invited to attend.

Charfield Parent Teacher Association

Dear Parent,

First and foremost I should like to thank you for all the donations gratefully received of party fayre for the P.T.A. Christmas Party. The evening was a great success and enjoyed by all who attended.

Also on 9th February a talk was given by Mrs. Smith (Music Advisor to Schools), on the methods of teaching music to primary school children which proved very interesting. Members of the audience, when asked to participate, gave their full support which made for a very interesting evening.

At the time of writing several mothers and members of the committee are busy making handicrafts for the P.T.A. Spring Fayre which is to be held on 28th March. We are all hoping that this will once again prove to be a good success.

Forthcoming events include a talk by Mr. David Alexander (Education Officer for Harlech Television) on May 4th; a Barn Dance, the date of which will be decided later, and also a Car Treasure Hunt, which proved so popular last year.

We trust you will continue to give us your support in the future and thank you for your help and support in the past.

Charfield Luncheon Club

The Club meets on alternate Wednesdays to the Friendship Club at the Village Hall. Lunch is served between 12 noon and 1 p.m. and costs 25p. Any pensioners who are newcomers to the village, or longer residents, will be very welcome. A short bingo session, which is optional, is run by Mrs. Derham after lunch to help raise funds for Christmas festivities.

Royal British Legion

The Royal British Legion, as it is now, are holding a Jumble Sale on Saturday, 2nd April with the proceeds of which we hope to obtain a new Standard as the old one, bought in 1951, is now out of date. Charfield Cricket Club

We are holding a dance on Friday 22nd April. Tickets are priced at £1 each. The music will be supplied by the Tony Payne Showband. Tickets can be obtained from club members.

Charfield Tennis Club

The Tennis Season begins again from April 1st and we are looking forward to seeing all our members making the best use of the court. Any new members will also be very welcome and if you are keen to join the club and wish to know more about it please contact Mrs. Jacky Swallow xx Manor Lane for any information. For old members, a reminder that your subscriptions will be due from April 1st and the best person to contact for this is our Treasurer, Mrs. Katy Taylor, x Katherine Close, Charfield (weekends or evenings). The subscriptions are the same as last year – £2.00 for adults, £1.00 for juniors and a family membership of £4.00. Helpers are also urgently needed in getting the court into playable use and also for fixing up the new netting which we have recently bought.

The Tennis Club is also holding a Dance on April, 16th, in the Village Hall and tickets are on sale now at £1.25 per person and can be obtained from Mrs. J. Hillier, xx Manor Lane. Please support our dance as any money we make from it will go towards providing a further court and improving the existing one which is badly needed.

Charfield Ladies' Netball Club

Silver Jubilee Funds
We have decided to hold a Sponsored Netball Match to raise money for the Village Celebrations. It will be taking place at the K.L.B. Sports Hall on Sunday, April 3rd. from 3–4 p.m. (spectators very welcome). Please support our members who will be collecting sponsors over the next few weeks.

Charfield Ladies' Keep-Fit Club

Keep-Fit has now been in operation for four weeks, at the Village Hall on Tuesday mornings, 10.30 a.m. until 12 noon. The success of the ‘slim and trim’ campaign must soon become evident as Spring advances. The surplus ‘winter’ fat will be on the retreat and there will be the insistent cries of slimmer wives demanding new size 12 clothes to replace the size 14 or 16s hanging like tents in the wardrobes.

Seriously tho! the morning seems to be enjoyed by almost everyone. Some babes viewing from the extension, have yet to be convinced that mum isn't doing herself a mischief while in the contortions necessary for keeping fit.

Membership is a staggering 46. The 25p. enrolment fee provides a personal accident cover of £1000. Average attendance is about 33 ladies, which means that movement is restricted to a radius of about 2′6″ – not a lot! The determined slimmers are keeping a public check on their progress by charting their weight each week. I shall make no comment as to their progress other than “keep it going, ladies, just a few more stone before you reach your target!”

I must thank Mrs. P. Millman for her work as Treasurer and general help, and Mrs. E. Graham and the other ladies who don't participate in Keep-Fit for medical reasons, but help with the children and refreshments, etc.

Any ideas and suggestions which could improve any aspect of the Keep-Fit programme or the running of the creche would be welcomed. I hope that exercise sheets will soon be available.

Letters to the Editor

Dear Sir,

Many of us must have welcomed the publication of the Draft Village Plan. After all the discussion and activity of last Autumn it is good to see the results of our efforts down in black and white. This document envisages “restricted” growth for Charfield (i.e. “limited infilling, rounding off and small scale scheme within the existing built up area”) but with one exception – the brickworks and the land to the south of that site is seen as a potential site for residential development. Many aspects of this plan have much to commend them; the lack of a pavement along the north of Wotton Road is identified as a potential hazard to primary school children and it is recommended that “intending developers will be required to meet the cost of any necessary works”; the safety of the site is also given much thought particularly with regard to the railway; and it is intended that tree planting and landscaping should try to insulate the site from the noise of the railway.

11Yet there is one point which, in my opinion, needs further attention and that is the question of the density of the development. The plan states that “no standard density is proposed as it is considered that the effect of the development depends more on the detailed design in relation to the character of the site than on any particular density”. But how many houses are going to be built and how many additional people are going to be living in Charfield is surely crucial for such questions as whether the primary school will be adequate, the sort of road improvements required, and the important question of absorbing newcomers into the community. The planners, themselves, note as one result of the public participation that “such concepts as ‘community spirit’ and ‘village way of life’ … are recognized and valued by existing residents”, but can these things be preserved however large the population grows?

The Draft Plan shows details of 100 houses on the site which would mean about 300 additional residents giving us a population total of 2,100. However, as this is to be regarded as just “one way in which the site might be developed” presumably more houses could be built – or less? I would like to suggest that some limits on density should be incorporated into the Final Plan since it seems to me that many other aspects of the village's future depend on this basic question. Perhaps we villagers should try to bring this point to the attention of the Planning Department.

YERCOMBE LODGE situated near the village of STINCHCOMBE on the B4060 road from Dursley to Wotton-under-Edge is owned by a trust founded by the late H.M. WORKMAN J.P., and has been converted into a special home for physically handicapped people.

It caters for non-hospitalised persons, so that those normally responsible for them can take a holiday at the same time whilst giving the person concerned a change of environment. At this point in time accommodation is unfortunately limited to a 7 bedded unit, and will open again in 1977 from 30th April until 1st October.

Secondly, it provides a home (note the small ‘h’) where handicapped people can come and enjoy occupational therapy – coupled with recreation, all the year round – in an atmosphere of peace and cheerfulness.

The full time warden, Mrs. E.M. WYATT, together with all those who work in this happy atmosphere of service – not self, makes YERCOMBE. a place to be proud of.

Dear Sir,

I was very pleased to see in the Draft Village Plan that the District Council are opting for infill only for the village rather than limited growth.

At last the planners are taking notice of what local residents are asking for, although I realise that the draft plan is only a basis for further comment and discussion.

12The only part of the plan that disturbs me is the development of the brickworks site, and a close watch needs to be kept by the residents of Charfield on any planning application for this site.

Just before this plan was published some residents were notified of a planning application for 23 acres at the bottom of Charfield Hill which are outside the area shown on the Draft Plan for development, but I hope in view of the comments in the plan the District Council will turn it down.

As you may know the Draft Village Plan has been published by Northavon District Council. We must congratulate the Planning Department of the District Council for a very well presented document. Comments on this must be sent to the Planners by 15th April – but if you would like us to include your comments with ours please let us know.

Street Warden Scheme

On Thursday September 23rd a meeting was held in the Village Hall to consider the possibility on introducing a Street Warden Scheme to Charfield. Those people present decided that it was a scheme worthy of thought, and may be beneficial to both young and old in the village.

In brief a Street Warden would be responsible for a certain number of houses in his/her area and would be a contact for these people to go to should they need help at anytime.

Each warden would have a list of people willing to help with shopping, looking after children (for hospital visits etc.) contacting doctors or collecting prescriptions etc. Also available would be a register of people who could help with gardening, painting, changing tap washers etc. for people who cannot undertake these jobs themselves.

This letter is designed to find out whether people in the village would be prepared to support such a scheme.
